Hope all is well! Now this is definitely an old favorite tutorial that I absolutely love creating because it offers me the opportunity to alter an old piece into a new one. I've had this top forever, I actually purchased it from Rue21 from a few years ago for 2 bucks and I still love it though I wanted to reintroduce it into my closet in a new fresh way! Below is a basic outline on how to create a similar project!
THE INGREDIENTS
1 Skein of Red Heart Super Saver Yarn// Medium 4
Craft Scissors
Crochet Hook H/8 5.00 MM
Tapestry Sewing Needle
Measuring Tape
Sewing Needle and Thread
ABBREVIATIONS
hdc=half double crochet crochet
dc=double crochet
[number]tch[s]=turning chain[s]
sts=stitches
**=Repeat method until end of round
Find an old or just a top you barely wear and measure the bottom circumference. Write down your top measurements. Mine was 42 inches.
Next, you will crochet to the measurement provided by the top. I crocheted a little bit more [just a few centimeters more] just in case. I crocheted to 105 STS.
Next, beginning Row 1.
R1-R3: SC into all of the STS for all of the Rows, at Row [3] pause your work.
Now you will sew Row 1 onto the bottom of the top utilizing your sewing needle and thread, threading, securing the crocheted piece to the top. Place the end of Row 1 to the BACK of the Top, sewing around to reconnect to the BACK once again.Connecting the Row 3 to the other end of Row 3 by SS, to start continuing the Round formation.
RND4: DC into the first 5 STS, then into the 6th ST DC [two times] all into the same ST, **Next, DC into the following 5 STS and into the 6th ST again DC [two times] all into the same ST...[**Repeat this method until the end of the round, at the end of the round, SS to continue work and turning chain accordingly.]
RND5-RND9: TRC into all of the STS for all of the rounds, at the end of each round, SS to continue work and turning chain accordingly.
RND10: TRC into the first ST, CH 1, Skip 2 STS, then TRC [three times] all into the same ST, **then CH 1, Skip 2 STS and TRC [three times] all into the same ST...[**Repeat this method until the end of the round, at the end of the round, SS to continue work and turning chain accordingly.]
RND11-RND14: TRC into the first ST, CH 1, Skip 2 STS, then TRC [three times] all into the same ST, **then CH 1, Skip 2 STS and TRC [three times] all into the same ST...[**Repeat this method until the end of the round, at the end of the round, SS to continue work and turning chain accordingly.]
At final Round [14] SS to complete work or continue based on your preference of length for the dress.

Such a clever way to repurpose a shirt. Have you considered trying a sharp pointed crochet hook that will allow you to poke holes through the fabric. You could work the first row directly through the fabric.
